What is a working time account (Zeitkonto) at work?

Zeitkonto (or Arbeitszeitkonto) is a “working time account” used as a tool for flexible working arrangements. It records each employee’s positive hours (Plusstunden) and negative hours (Minusstunden) compared to the contractually agreed working time. This balance is later compensated either through additional time off or financial payment, depending on what has been agreed (HRworks, Wikipedia).


1. Concept and basic principle

A Zeitkonto works like a bank account for working time:

  • Soll-Zeit (target time): the working hours agreed in the employment contract.

The balance Ist minus Soll is treated as follows:

  • Timeguthaben (positive balance):

Kurzzeitkonto (short-term time account)

  • Planning horizon of several months (typically 3–12 months).

  • Used to absorb production peaks or to extend service and opening hours.

Langzeitkonto (long-term time account)

  • Spans several years.

3. Regulatory framework and agreements

A Zeitkonto is only valid and enforceable if it is based on a formal agreement, for example:

  • an individual employment contract (Arbeitsvertrag),

  • a collective agreement (Tarifvertrag),

  • or a company agreement (Betriebsvereinbarung), with co-determination rights of the works council (Betriebsrat) (dlapiper.com).

Such agreements define, among other things:

  • the maximum limits for positive and negative balances,

  • the period within which the balance must be evened out (e.g. within the financial year),

  • that the employer may not unilaterally change or seize the time balance without an agreement.


4. Advantages and disadvantages

Advantages:

  • Greater flexibility in managing seasonal or unexpected fluctuations in workload.

  • Better compensation options for employees, while the employer does not need to pay all overtime immediately in cash.

Disadvantages:

  • Risk that overtime accumulates without timely compensation.

  • Requires precise documentation and a reliable time tracking and management system.


5. Documentation and monitoring

  • Daily or weekly records of Ist-Zeit vs. Soll-Zeit must be kept, either in electronic systems (time recording / HR software) or in paper form.

  • When the employment relationship ends, the remaining hours in the Zeitkonto are calculated and compensated either:

    • by additional days off, or

    • by monetary payment / deduction, according to the agreement.

A Zeitkonto gives employees better control and transparency over their working hours and allows employers to manage production peaks and low periods more efficiently. This only works properly if the system is clearly regulated in legal and contractual terms, ensuring transparency and the protection of both parties’ rights.
