First: What is an Oldtimer?
An Oldtimer under German law is:

A vehicle that is 30 years old or older from its first registration (Erstzulassung)

In good technical and original condition

Not used for daily or commercial purposes
The vehicle must also obtain an H-license plate (H-Kennzeichen).
Second: Requirements for a vehicle to be officially recognized as an Oldtimer
A vehicle must meet the following criteria:

It must have been first registered at least 30 years ago

It must pass a special inspection at TÜV or DEKRA confirming that it is:
-
well preserved
-
close to its original state
-
not excessively modified
-

It must receive an Oldtimer-Gutachten (technical expert report)

It must be registered with a license plate ending in "H"
Third: How is the Oldtimer vehicle tax (Kfz-Steuer) calculated?
Once the vehicle is registered as an Oldtimer, a fixed annual tax applies instead of the normal tax based on engine size and emissions.

Regardless of size, fuel type, or engine — the tax remains the same.
Important note:
If the vehicle does not have an H-Kennzeichen, it is taxed like any old vehicle, which can be very expensive due to:

lack of modern Euro emission standards
How is the tax paid?

After registering the vehicle with an H-Kennzeichen, you receive a payment notice from the customs office (Zollamt)

The tax is paid yearly in advance

Payment is usually made via direct debit from your bank account
