First: What is the Personenbeförderungsschein (P-Schein)?

The Personenbeförderungsschein (P-Schein) is a mandatory permit for anyone who drives a vehicle commercially to transport passengers, such as:

  • Taxi drivers

  • Uber or Bolt drivers

  • Drivers of small passenger transport vehicles (e.g. Mietwagen mit Fahrer – hire car with driver)

  • Patient transport using private vehicles


Health and safety requirements for obtaining the permit

1. Examination of physical and mental fitness

This is a medical check to assess physical and mental suitability.

It is carried out by:

  • your general practitioner (Hausarzt), or

  • an approved medical centre

The examination must confirm that:

  • there are no mental or neurological disorders,

  • there are no serious heart conditions and no uncontrolled diabetes,

  • there are no significant problems with mobility, reaction, or concentration.

An official medical certificate is issued in accordance with § 11 Fahrerlaubnis-Verordnung (FeV).


2. Ophthalmological report (Augenärztliches Gutachten)

(Report on visual fitness)

This report must be obtained:

  • either from an ophthalmologist (Augenarzt), or

  • from an approved vision testing centre

It must confirm:

  • sufficient visual acuity (min. 0.8 / 0.5 in each eye)

  • adequate night and twilight vision

  • a sufficient visual field

Validity of this report: 1 year only at the time of application.


3. Certificate of good conduct for authorities (Führungszeugnis, Belegart O)

(Police clearance certificate / certificate of good conduct)

  • Requested from the Bürgeramt (citizens’ office) or online.

  • Required type: “für Behörden – Belegart O” (for authorities, type O).

It must show that there are:

  • no convictions for violent offences,

  • no offences such as sexual harassment or theft,

  • no serious traffic-related criminal offences, etc.

Validity: 3 months only at the time of application.

You apply at the Führerscheinstelle (driving licence authority) responsible for your area.
