First: What is the Personenbeförderungsschein (P-Schein)?
The Personenbeförderungsschein (P-Schein) is a mandatory permit for anyone who drives a vehicle commercially to transport passengers, such as:

Taxi drivers

Uber or Bolt drivers
-
Drivers of small passenger transport vehicles (e.g. Mietwagen mit Fahrer – hire car with driver)

Patient transport using private vehicles

1. Examination of physical and mental fitness
This is a medical check to assess physical and mental suitability.
It is carried out by:

your general practitioner (Hausarzt), or
-
an approved medical centre
The examination must confirm that:
-
there are no mental or neurological disorders,
-
there are no serious heart conditions and no uncontrolled diabetes,
-
there are no significant problems with mobility, reaction, or concentration.
An official medical certificate is issued in accordance with § 11 Fahrerlaubnis-Verordnung (FeV).
2. Ophthalmological report (Augenärztliches Gutachten)
(Report on visual fitness)
This report must be obtained:

either from an ophthalmologist (Augenarzt), or
-
from an approved vision testing centre
It must confirm:
-
sufficient visual acuity (min. 0.8 / 0.5 in each eye)
-
adequate night and twilight vision
-
a sufficient visual field
Validity of this report: 1 year only at the time of application.
3. Certificate of good conduct for authorities (Führungszeugnis, Belegart O)
(Police clearance certificate / certificate of good conduct)

Requested from the Bürgeramt (citizens’ office) or online.

Required type: “für Behörden – Belegart O” (for authorities, type O).
It must show that there are:

no convictions for violent offences,
-
no offences such as sexual harassment or theft,
-
no serious traffic-related criminal offences, etc.
Validity: 3 months only at the time of application.
