Researchers noted that this form of racism rarely appears as overt hostility but manifests subtly through bureaucratic routines, daily decisions, and organizational culture, directly affecting refugees and minorities.
The study, funded by the Interior Ministry with six million euros, surveyed about 13,000 employees across four federal institutions: the police, customs, the Federal Employment Agency, and the Federal Office for Migration and Refugees.
Sociologist Gert Pickel from Leipzig, who supervised the study, emphasized: “For the first time, an independent research network has been granted access to state institutions to study racism on this scale.”
