Assessing pupils in primary grades and the importance of the first graded report (Notenzeugnis)

Why is assessment important in Grundschule?
Assessment in primary school is not only meant to measure academic achievement, but is also used to determine:
the child’s educational maturity
strengths and weaknesses
and readiness to move to the appropriate educational track after 4th grade

1. How are children assessed in grades 1 and 2?
Assessment is often oral or written in a descriptive way.
In most German states, numeric grades (Noten) are not given.
Instead, a descriptive report (Berichtzeugnis) is provided, describing:
the child’s development in language and mathematics.
their ability to focus and cooperate.
their behavior in class.
Goal: support the child’s development without creating psychological pressure.

2. When numeric grades start: Grade 3 (3. Klasse)
From grade 3 onward, most states begin using numeric grades:

Grade Meaning
1 Excellent (Sehr gut)
2 Good (Gut)
3 Satisfactory (Befriedigend)
4 Sufficient (Ausreichend)
5 Poor (Mangelhaft)
6 Very poor (Ungenügend)

These grades are sometimes accompanied by short explanatory comments from the teacher.

3. What does the first Notenzeugnis include?
Grades in core subjects (Deutsch, Mathematik, Sachkunde)
Evaluation of behavior, participation, and attention
Notes on cooperation and ability to work in a team
Sometimes an informal recommendation about the child’s progress level

4. Why is the first Notenzeugnis important?
Because it serves as:
a first reference point for parents and teachers to understand the child’s real level.
a basis for building an individual support plan if needed.
an introduction to what comes in grade 4, when a school-track recommendation (Übergangsempfehlung) is issued based on overall performance.

5. Does this report affect the child’s future?
Not by itself, but:
it reflects indicators of the child’s performance and academic skills.
it helps parents make realistic and informed decisions about the next education path (such as Gymnasium or Realschule).

Parents’ role after the report:

Action Benefit
Discuss the report with the child Strengthen positive dialogue and transparency
Focus on progress, not only the grade Build the child’s self-confidence
Communicate with teachers Gain deeper understanding of strengths and challenges
Request additional support if needed Through Förderunterricht or Sprachförderung programs

Important note:
German states differ slightly in assessment policies, so it is always best to refer to the school’s website or the state education authority (Schulbehörde).
