The German government is preparing legislation to criminalize secret photography in intimate contexts such as saunas or wellness resorts, where such acts are currently not directly punishable.
Justice Minister Stefanie Hubig stated that the aim is to establish modern criminal rules against “digital voyeurism.” She emphasized that anyone secretly photographed in saunas or public bathing areas should have legal protection.
The initiative is supported by the states of Lower Saxony and North Rhine-Westphalia and will soon be presented to parliament. Existing laws already punish covert photography in private spaces like homes, changing rooms, or toilets with up to two years in prison, but the new law seeks to expand this scope.
