Germany Moves to Stop Intimidation Lawsuits Against Journalists and Activists

The German government is seeking to strengthen protection for journalists, scientists, and activists against intimidation lawsuits aimed at silencing public criticism.

A draft law prepared by the Ministry of Justice is being discussed by the cabinet on Wednesday (10 December 2025). The proposal seeks to implement a European directive requiring member states to adopt similar measures.

Under the new rules, courts would be able to dismiss abusive lawsuits more quickly and impose higher costs on plaintiffs, ensuring that critical voices addressing issues of public interest such as corruption or environmental damage are safeguarded.
