Syrian President Ahmed Schar has issued Decree No. 39 of 2026, granting a general amnesty for crimes committed before its issuance, under specific provisions.
The decree reduces life imprisonment sentences to 20 years and life detention sentences to 20 years. In cases involving personal harm, the reduction applies only if the victim waives their personal rights. It also covers special categories such as individuals over 70 years old and those suffering from incurable diseases.
The Syrian Justice Ministry described the decree as a humanitarian initiative aimed at reinforcing justice and the rule of law. It provides new opportunities for convicts in reform-oriented cases, while excluding serious crimes and grave violations against the Syrian people.
