Mohammed Yaqub al-Amr, head of the consular affairs department at Syria’s Foreign Ministry, told Focus magazine that Syria still needs more time before it can properly host returnees.

He noted that thousands returning at once could end up in camps, as the government is currently focused on reconstruction.
