German Transport Minister Patrick Schneider has announced a comprehensive reform package aimed at reducing the cost of obtaining a driving license, calling current prices “far too expensive.”
According to industry data, the average cost of a category B license (cars) rose to over €3,200 in 2025, compared to around €2,529 in 2022.
Key reform measures include:

Allowing full online theoretical study instead of mandatory classroom attendance.

Reducing the theory exam question bank by 30%, from over 1,100 to about 840 questions, with simplified evaluation.

Cutting mandatory special driving lessons (night and highway driving) from 12 to just 3.

Expanding the use of driving simulators, including manual transmission training.
Schneider emphasized that mobility should not be a privilege. The reforms will be gradually implemented starting in 2026.
