Germany Plans to Cut Driving License Costs: Transport Minister Unveils Reform Plan

German Transport Minister Patrick Schneider has announced a comprehensive reform package aimed at reducing the cost of obtaining a driving license, calling current prices “far too expensive.”

According to industry data, the average cost of a category B license (cars) rose to over €3,200 in 2025, compared to around €2,529 in 2022.

Key reform measures include:

  • Allowing full online theoretical study instead of mandatory classroom attendance.

  • Reducing the theory exam question bank by 30%, from over 1,100 to about 840 questions, with simplified evaluation.

  • Cutting mandatory special driving lessons (night and highway driving) from 12 to just 3.

  • Expanding the use of driving simulators, including manual transmission training.

Schneider emphasized that mobility should not be a privilege. The reforms will be gradually implemented starting in 2026.
