Germany: Sharp Rise in Voluntary Refugee Returns in 2025

In 2025, significantly more refugees left Germany voluntarily with financial support. According to the Federal Office for Migration and Refugees, 16,576 people benefited from return programs – about 6,200 more than in 2024, an increase of nearly 60%.

The main driver was the resumption of supported returns to Syria in January 2025. By December, 5,976 people had applied to return, with 3,678 already departing.

The REAG/GARP program covers travel expenses and provides financial aid: up to €1,000 for adults and €500 for children and youth.
