Germany is debating reforms to the Citizen’s Benefit system, with unions and coalition partners demanding changes to the draft law. The German Trade Union Confederation warned that the proposed tightening would not generate significant savings and could, in the worst case, cause beneficiaries to lose their homes.
The new basic security system aims to be “more precise and fair” than the current Citizen’s Benefit, with the goal of integrating more people into the labor market and preventing misuse of social aid. Stricter rules will apply to those refusing work, including suspending the basic allowance for at least one month.
Recipients will face tougher cooperation requirements. Missing two appointments at the job center without valid reason will result in a 30% reduction. A third absence will temporarily stop payments, with rent transferred directly to landlords. Those who withdraw from support programs or fail to apply for required jobs will face stronger cuts, up to 30% for three months.
Exceptions apply to those cooperating with job centers or unable to attend appointments for valid reasons. Children and teenagers are exempt from cuts, and protections will be strengthened for people with mental health conditions.
