Germany welcomes EU retreat from combustion engine ban

On Tuesday (December 16, 2025), the German government welcomed the European Commission’s proposal to partially roll back the planned ban on combustion engines, calling it a pragmatic middle ground that better balances climate protection goals with market realities, industry needs, and job opportunities.

The Commission suggested lifting the ban on new cars with combustion engines starting in 2035, responding to pressure from struggling car manufacturers. About three years ago, EU negotiators and the European Parliament had agreed that new cars should produce zero carbon emissions after 2035.

Under the new proposal, the target of a 100% emissions reduction will be abandoned. Instead, exceptions will allow for a reduction of up to 90% compared to the baseline year 2021.

Emissions must also be offset through the use of climate-friendly steel and greener fuels. According to the Commission, these exceptions will apply to all vehicles manufacturers intend to market after 2035.
