The International Criminal Court (ICC) announced on Monday (December 1, 2025) that a Libyan war crimes suspect had been transferred from Germany to The Hague and placed under court custody. The suspect, Khaled Mohamed Ali Al-Haishri, is alleged to have been a member of the armed Special Deterrence Force during the Libyan civil war. According to the ICC Prosecutor’s Office, Al-Haishri, a senior figure within the Special Deterrence Force, bears criminal responsibility for numerous war crimes and crimes against humanity committed in Libya at or near Mitiga prison between February 2015 and early 2020. The statement noted that Al-Haishri was among the highest-ranking officials at Mitiga prison, where thousands were detained for extended periods. Charges against him include murder, torture, rape, and sexual violence. The Prosecutor’s Office requested an arrest warrant on April 3, 2025, and the ICC’s Pre-Trial Chamber I issued the warrant on July 10, 2025, citing reasonable grounds to believe in his criminal responsibility.
