German Foreign Minister Johann Wadephul announced on Friday (December 26, 2025) in Berlin that Germany will not take part in the foreseeable future in an international stabilization force (ISF) for Gaza under the peace plan.
The CDU politician told the German Press Agency (dpa) that such a force would not merely act as a mediator but would need to provide tangible security when necessary. “Many cannot imagine German soldiers being deployed in this particular region,” Wadephul said.
He clarified: “We will not participate in stabilization forces in the foreseeable future,” adding that this also applies to training and organizational roles.
At the same time, Wadephul stressed that Germany is prepared to contribute constructively to structures outlined in the UN Security Council resolution, such as a Peace Council, though Berlin has not yet received an official invitation to join.
The second phase of the 20-point peace plan proposed by U.S. President Donald Trump includes disarming Hamas and deploying international forces.
