German Foreign Minister Johann Wadephul stressed on December 23, 2025, in Berlin that serious security guarantees from the West – especially the United States – are essential in the context of ongoing negotiations over a ceasefire in Ukraine.
Speaking to the German Press Agency, Wadephul said Ukraine would not be ready to make concessions, including territorial ones, unless accompanied by firm security assurances.
He added that European countries must also contribute, with details to be discussed once a ceasefire is achieved and Russia shows genuine readiness for peace.
Wadephul criticized Moscow’s claims of being open to negotiations, stating: “We have seen no evidence of a real willingness for peace so far.”
